Should the validation rule v0478_m be active?

Background on the question

The validation rule v0478_m verifies that r0130 of template C09.02 should be equal to r0010 of template C08.01 (qx:2007) Memo item: Retail - Other non SME.

In Annex II, it is specified that r0130 of C09.02 should include "Other retail exposures as referred to in Article 147(2), point (d) (iv), of Regulation (EU) No 575/2013, not in conjunction with Article 5 (8) of Regulation (EU) No 575/2013 ." meanwhile it is specified that the sheet Memo item : Retail - Other non SME should include "(Retail exposures as referred to in Article 147(2), point (d) (iv), of Regulation (EU) No 575/2013, not reported under B.6.5 and B.6.6, not in conjunction with Article 5 (8) of Regulation (EU) No 575/2013)" where B6.5 and B6.6 refers to Memo item: Retail – Secured by immovable property SME and Memo item: Retail – Secured by immovable property non-SME.

r0130 of C09.02 can refer to larger type of exposures than those included in the sheet C08.01_qx2007.
