Careers at the EBA are open to nationals of the 27 European Union Member States as well as Iceland, Liechtenstein, and Norway. There is no national quota system in operation. However, the EBA shall ensure geographical and gender balance and compliance with the principle of equal opportunities, in accordance with Articles 1d and 27 of the Staff Regulations (SR) and the Conditions of Employment of Other Servants of the European Communities (CEOS).

Candidates who are successful in a selection procedure are placed on a reserve list. The validity of the reserve list is established in the relevant vacancy notice.

The validity period of a reserve list may be extended depending on the need of the EBA. The established reserve list may be used for the recruitment of a similar post. Inclusion on the reserve list does not guarantee recruitment.
