Geographical breakdown C 15 - inconsistency in parameter CEG

We would like to open a discussion regarding parameter CEG (geographical breakdown, "Country where the exposure is generated") used in corep_of report and the inconsistency of data entry for this parameter in template C 15 and templates C 9.
- Background on the question

The filling logic for the CEG parameter is different for the C 15 template than for the C 9 templates which causes problems in the automation process of the report. In both cases a geographical breakdown is requested, nevertheless in C 15 (1) only countries and not international organizations should be reported in the CEG parameter and also (2) the logic of filling in the parameter itself is different for C 15 than in other templates - here, according to our information, the country of the location of the property is supposed to be filled and not the residence of the debtor (which is filled for C 9).
