Is row 0010, column 0020 of C107.01, as specified in Annex VI expected to be filled in as compulsory field?

Formula validation results indicate that row 0010, column 0020 of C107.01 should be filled in. However, this is a free text box and the formula rule which results in an error if the field is not populated seems to be in conflict with instructions in the Annex. The instruction in Annex VI indicate that this field is only compulsory where the answer in row 0010, column 0010 is d) “Combination / Other Methodology shall be specified”.
